Much of Nikon and other Japanese camera company production has shifted
offshore, China and Thailand mainly for Nikon, though one Nikon lens
"made in China" I have has a supplied lens hood marked made in the
Philippines.
The price rises from Nikon in Japan aren't uniform across the range, so
presumably costed to account for increases in JPY cost on a per-item
basis - as well as marketing based cost positioning.
If there's continued (expectation that) US interest rates will rise,
then the US dollar will strengthen, and despite increase in price for
Nikon products in Japan, prices may fall in the US.

So why did Nikon claim raw material prices (which have fallen) had an impact on their decision to raise prices? P.S; ED glass can cost up to $600/lb., but I doubt that level of quality is used in camera lenses, only high-end telescopes.

It could be that the price of refined rare earth oxides, due to the
reduction in production and exports from China, has escalated cost to
make optical / Ed glass.
However, I still believe that the falling value of the Yen will be the
main reason, whether Nikon's press release is correct or not is
irrelevant as they can change prices as they choose without any need to
give a reason, the given reason provided may not be 100% correct but at
least it's simple vs justifying price increase by presenting their
customers (and shareholders) with a thesis on economics and marketing.

One way that Nikon (or any maker) could really upset customers who've
bought into a system would be by going bust - resulting in not just no
new products but no service, no parts.
