The whole point of the 18-55 lens is to give you an inexpensive option that
will allow you to shoot at the wide angle end.

Remember that the Digital Rebel will give you a view similar to 28.8-88mm
lens because of the smaller sensor.

The widest angle you'll get with the 28-70 will effectively be 44.8mm.
That's NOT wide enough for many indoor/landscape situations.

It's up to you.

Frankly, neither lens is going to win any awards, but at least with the
18-55 you get wide coverage.

The kit lens (18-55) is a no-brainer at the $100 price difference. I
have the 17-40 f/4 L and still got the kit lens. When you want to sell,
the kit lens will make it easy -- and it is a very good lens.

28-70: Think 28-135 IS.

Sorry, my initial postage was not very clear.

I understand the 1.6 factor of the 300D and I can live with 45-110mm
zoom range. My concern is the image quality. The 28-70mm II was one of
best non-L Canon lenses. I used it in the past with excellent results
(film).

Can the 18-55mm give better results in term of image quality?

Paul asked the right question. They cover 2 different zoom ranges. It
really depends on whether you need the wider angles covered by the 18-55mm.
If it was me, I'd do it since it's only another $100.
