i'm not talking about a phone nor am i talking about mms.

an ipad's cellular radio is data-only. there is no voice, sms or mms
unless it's over the data connection, such as voip or a third party
messaging app (e.g., what's app).

try again.

hint: i can put my cellphone into service mode and see the gps
locations of nearby towers, and that's without any active service.

A-GPS is cached. It can also be downloaded over WiFi and combined with
partial data from GPS will still give an approximate fix.

My laptop can fix my position within I would guess about 50 ft. It
doesn't have GPS or built in mobile tech. How does it do that? Well it's
