Called a Colage, it is offered in all the photo programs I have and a
print program that came with my Canon printer


Some of the earlier versions of editing programs would call this a
"panorama maker". Panoramas usually work quite well, especially if you
overlap the individual frames sufficiently. A number of cameras have a
setting for it.

I think the OP is talking more about mosaic than panorama or collage.
Imagine a roman mosaic where each tiny tine is a photo. Each photo-tile
is composed predominately the colour required for that position in the
mosaic.
