They don't all do that. Only special night-vision equipment does that.
The basic idea is that a single photon causes a multiple electron charge in
the photosite, without increasing the read noise, so the read noise,
relative to signal, is weaker. The downside is, you can't have low ISOs,
unless you fake them with neutral density effects.
