Default taking pictures in a hockey rink

I would like to buy a digital camera that can take action
pictures in a hockey rink. Does anyone have any advice
or "rules of thumb" I could use in looking for a camera?
I see that digital cameras are rated by shutter speed but
what corresponds to sensitivity or speed of film? I'm hoping
to find something under $1000, is that possible?
