Default compression jargon

Is there a compression artifacts dictionary? There must
be 20 words somewhere that describe these things I see
in my digital pictures. Right now I'm looking for the
insider's word describing 'oil painted'.

I have this very clear picture of my son. His hair is sharp
in most areas but there's a section that got hit, I assume,
with compression. It looks like it got 'oil painted'.

It there something out there?
