compression jargon

Is there a compression artifacts dictionary? There must
be 20 words somewhere that describe these things I see
in my digital pictures. Right now I'm looking for the
insider's word describing 'oil painted'.

I have this very clear picture of my son. His hair is sharp
in most areas but there's a section that got hit, I assume,
with compression. It looks like it got 'oil painted'.

It there something out there?

The insider's term is "Beulefaused". Don't tell anyone else.

If you use it, though, you immediately announce to everyone you're an
outsider, because it's actually The Term That Must Not Be Used In Front Of
Others. We have our own terms that stand in for that word.

No I can't tell you.
