Try Motzarella.com, a very good news server, free. My ISP dropped
newsgroups some time ago, so I tried Teranews, also free except for a
one-time sign-uo fee, but they dropped most of my posts, so I went to
Motzarella. I am happy with them.

set-up.

Moving away from the completely free servers, there's
news.individual.net, a formerly free but now very inexpensive server
with excellent service.

10 euros a *year* (about $15 US a *year* - convert as needed). Very
reliable and good spam filtering.

In that case he should also consider the news service offered by Forte
Inc (the Agent people) at http://www.forteinc.com/main/homepage.php

octanews.com (among others) offers non-expiring "block" accounts; 8 GB
(of articles; headers aren't counted) for $8 USD, which for text-only
users will last quite a long time.
