The camera appears to be an 8mm movie camera.
The year is 1947, and a better question would be; Who is that old guy with
the royal family?
The answer to that question is, the old guy is South African Prime minister,
Jan Smuts.

The camera appears similar to the likes of the Cine-Kodak series, which
would have been around in 1947.
At one time, I had a Kodak 8mm camera similar in body style to the
photo: slim body, had the 'guts' laid out so everything was visible when
the side was removed for loading, and a frame type viewfinder along the
top.
I think I shot maybe two rolls of film through it.

Yup! I believe that is exactly what the camera is, given the Cine-Kodak first
came on the market in 1932 and developed from there.

One of my uncles had one which was more of a family embarrassment rather than
a means of recording family events for the ages.
