A look into the Massive Developer Chart, shows that it is possible to process
Fomapan 400 using D-76/ID-11, Microphen, Microdol-X, Perceptol, Rodinal, and
TMax RS (plus several other choices). All of those chemicals, or at least a
couple of those, should be available at any place that does B/W films. In fact,
if they process Ilford or Kodak B/W films, they should have D-76 or ID-11 in
stock. Any larger city should have a few places.
