Is it possible to acheive an Infrared effect by running a color photo
through Photoshop or Photoshop Elements?

It can be simulated, but most people that have shot IR film find that
the effect isn't very accurate. Infrared is a separate wavelength range
that has different responses, especially because many subjects that look
the same to us in the visible spectrum (like foliage) have vastly different
reflectivities in infrared. Photoshop has no ability to tell is a certain
RGB value is from a leaf or a car - it's only a color dot. So it can't
produce the same results that you'd get from true IR work.

procedures and tips on emulating several things digitally, among them IR,
so take a shot at it and see if you like what you get.

I don't know about PE (does it have a channel mixer?) - but there is a
nice tutorial about how you do this in PS by Martin Evening:

Default Infrared from Photoshop or Elements?

There are actions that you can find on the web to "simulate" IR. I
considered getting a good IR filter - atleast til I saw the price. Found one
or two of these actions. Don't know how "accurate" the IR is, but it's good
enough for me for now.
