Does WinRar compression cause any information loss in TIF or RAW files
as saving to JPG does?

No, but the rate of possible compression is minimal and hence of no use.

I found that winrar reduces the TIF files by 20 % +, and as I have
thousands of TIF's I think it should make enough difference overall.
Since I started losing some of my original JPGs I have been copying to
TIF to reduce the chances of losing photos. I keep running out of disk
space.

You could rar or zip your tif-files, but they will never get any smaller as
the raw-files.
When you zip them, nothing will be altered to your tifs when you unrar them.
