The hard drives in my computer are fast at transferring data.

nowhere near as fast as an ssd.

Even two
outboard ones I have are. But I got a hard drive caddy from Orico (USB 3)
and it seems stuck at 355kB

KB/s. Exceedingly slow. Shows the same data rate whether plugged into a USB
3 slot or USB 2 slot.
Hard drives used are SATA 7200rpm WD's.

if they're slow without the caddy, then they could be failing.

Unfortunately, I'll have to mount them in computer to see, which the caddy was to allow me to avoid.

use an external usb dock to test (or usb enclosure but that usually
requires tools).

This is an external USB dock. As it turns out, it's one way problem. From
the dock to the computer, USB3 speed. From the computer (no matter
what the internal source) it's 355KB/s. Very odd.

what does smart say?

you will likely need to mount the drive internally, unless the dock
supports smart (and you have the appropriate drivers).

Do you mean the Samsung "Smart Switch" thing? This is a PC so no Android involvement. It's Windows 8.1.
