Almost no cameras have in-camera charging any more. One that has it is

but this is a very low end camera.

You can get a USB charger for two AA cells, i.e.
"http://www.amazon.com/Sanyo-Eneloop-Charger-Rechargeable-Batteries/dp/B000XVZYXO"
but unfortunately it'd have to be a big shirt pocket for even the
smallest AA powered camera. The Canon A570 IS is your best choice for an
AA powered camera.

What about a little camera that uses alkaline AAA's so instead of charging
just pop in a couple of new batteries.

Vivitar 5188, not brilliant but cheap and you can also get an underwater
housing for it.

Wrong, Li-Ion breath! The A570 IS is a nice camera, but it's
much larger than necessary, and the protruding battery holding grip
is probably why it needs large pockets to fit. Nikon's L12 also
uses a pair of AA batteries, is slimmer, has no bulky protrusions,
is cheaper, and also has IS (VR). All told, the A570 is about twice
as thick as the L12 and 30% heavier. Unfortunately, neither of
these cameras meets the OP's requirements of having USB charging
built-in, and while it's a nice camera, the A570's limitations make
it far from the "best choice" for many photographers. Given that
the A570 isn't really of "shirt pocket" size, the slightly larger
A6x0 series cameras would be a better choice for many photographers,
given its additional features and better performance.

For the OP: While built-in USB charging can be convenient, it
won't be if the camera is busy charging its battery while you may
want to shoot more pictures. Many of today's cameras can shoot far
more pictures than older models, so a single charge is often enough
for a couple of days of shooting. In cases where it isn't, a second
rechargeable battery (or a pair of alkalines, if AAs are used)
should provide enough shots so that a charger is rarely needed. You
haven't stated why you require USB charging, so we don't yet know if
you really need it, or if some other solution would be just as good
or better.

Two current models are the Kodak EasyShare V1253 and V1233 (I think the
only difference is that the V1233 lacks image stabilization). Not great
cameras, but they are pocket size, and they do support USB charging.
