[SI] An update, and a drumroll...

Hey all you SI fans! I'm here (I never left) with an update, and a
cue.

Our currently assigned mandate-provider is now having far too much
trouble accessing Usenet dependably to participate in the group, much less
the SI, so everyone now gets bumped up a notch. All those still waiting to
provide a subject are moved forward two weeks.

Which means Matt Clara, you're on! Give us our new mandate, Matt,
we've been good. We deserve it.
