Hopefully there will never be such a law, in any US jurisdiction. If
you see a criminal act being committed and don't report it, or try to
stop the act, that is a morality issue, not a legal one.


There are failure to report laws. In Texas, failure to report a crime
that results in serious injury is a crime itself. That doesn't compare
to this skateboarder not using protective gear although serious bodily
injury can result.
