There are good safety reasons why the regulations require a UAV pilot to maintain visual contact with the UAV during its flight. One is that the obstacles or distance that prevent one from seeing the UAV may also make radio control unreliable. The FAA is more liberal in its regulations than most foreign authorities. Some countries are strict because they are small and relatively densely populated. Others because they are paranoid. I live within the BWI no-fly zone. I can phone the FAA tower at BWI and request an exception for recreational flying. They want my distance, FAA registration number, flight altitude, and time of day when I want to fly. They haven't refused me yet. Interestingly, my state, Maryland, will not have UAV regulations before 2018. And there is a law to prevent local authorities--counties and municipalities--from regulating UAV's. "But suppose I'm 50 miles from any other human?" In that case there is a different reason to keep the UAV in sight.
