I guess what they are trying to say is, whatever aperture you set will
remain constant through the zoom range. Certainly not fixed, as the
aperture is adjustable.

It usually applies to high end zoom lenses where the widest aperture at
short FL is also available at the longest FL.

Compare 70-200 f/2.8
to 70-210 f/4 - 5.6

(where f/5.6 is the fastest aperture at max zoom).

Of course as one zooms the physical size of the aperture must change,
but the aperture number remains constant - what a photographer wants.

That is the point and the advantage to the user.

Getting caught up over "linguistically incorrect" is silly as
photography is a specialty domain and as such will evolve its own
particular terms.
