EI 64 on 100 film is the same as shooting mid tones at +2/3 except you don't have to remember you're intending to shoot at +2/3. Typically, when you "short" index color negative film by a small amount (up to a stop), you do not ask for a pull in processing. (Eg: develop it as they normally would that particular film) Frankly, just about every color negative film can be indexed a full stop over (1/2 its ISO) with little danger of overexposure in most cases.
