Default Formulary MCM-100 & Citric Acid Stop

Does anyone know why this developer ships with its own stop bath and/or
why that stop bath is citric acid? The only stop bath recommendations I'm
aware of are for staining developers and water rinse stops to minimize stain
loss. MCM-100 *is* a staining developer, yet it ships with an acid stop.
Strange... or am I missing something?
