For example, I have no problem trusting DB, Adobe CC, Smugmug, Flickr, and TinyURL (if used when there are going to be obvious long URL issues, or if the TinyURL preview option is used) links from the usual group of contributors. Unfortunately there are way too many non-compliant apps posing as Usenet clients out there, and many times, even when using delimiters (which I always use) URL are broken for some viewers. So there are times TinyURL can be useful for those folks. There are some sites, Adobe CC/LR Mobile shared URLs which are automatically shortened by Adobe, with no option to present the full length URL.
