Some newsgroups allow adverts for relevant
auctions provided they prefix with "FA:"
or "FS:", etc. If it is the policy of this
newsgroup, then it's not spam.

Note that part of eBay's policy that says:
"that is inappropriate or violates the Usenet board policy"

This obviously varies from newsgroup to
newsgroup.

Are you suggesting that the 146 various ".marketplace" groups that my
service provider carries, were created for no reason?

Your "marketplace" groups were created, much like any other group, for the
purpose of reaching the most number of interested persons by offering a
specialized group primarily for marketing new/used items. The existence of
a one-stop-shop on main street doesn't mean that the farmer's market a block
away goes out of business.

However, it is most definately spam.

Not 'my' groups (they were created for a purpose by popular vote), but
exactly my point!

Wrong. It was to keep these for sale items from clutering up the discussion
groups. If the 500+ FS ads were run here, these groups would be useless.

Have you ever read the charter for these groups? FS, FA whatever you call
them are OFF TOPIC for these groups and should NEVER be posted here for any
reason whatsoever.

No, IIRC that isn't why they were created. I remember when Helge was doing
all the work and going through all the procedures involved in creating the
rec.photo.marketplace groups. The stated purpose was to eliminate all the FS
and FA spam that was appearing in the discussion groups, i.e. to provide a
place where people who wanted to sell large format equipment for example
could post their messages and reach large format photographers without
having to do it by spamming the discussion groups.

Don't post this junk here. This is cross posted spam and
will be reported.

All well and good, but how does it affect the charter of this group?
