RAW images have no in-camera sharpening applied. Cameras use an AA filter
which causes images to be a tad soft.

You can sharpen after the fact (as you are doing with your RAW files) or you
can let the camera do it (shoot JPG) and then add some more sharpening in
post-processing.

Or, you might not have the best lens for the job. Or, you might not be
using the proper techniques.

If he has more than one lens, does the effect show in images from each
of them? I have read the horror stories about cameras
new-out-of-the-box with misadjusted focal planes.

My bet will be it's either the camera or the lens not properly set to
begin with.
