Default Aperture blades sticky?

A friend has a Nikon 28-70 f/2.8 (( ED-IF AF-S ))that has been unused
for the last couple years. I was showing it to a photog for possible
sale and he noted that the aperture control in the back of the lens
returns slowly to wide open.

I suspect the blades are gummed up or otherwise not slipping cleanly.

Could it be something else?

Would a lens CLA cover that?

How much would (should) that cost?

Thanks,
Alan.
