I don't use Photoshop. I did get PSE4 but haven't used it yet.
I'll learn to use it by playing with it, reading its help files, and
if that's not enough, going to a good book store. There are
probably more good books available for Photoshop than most other
programs combined. There are probably many good websites that show
how to use Photoshop, and they shouldn't be too hard to locate if
you're at all competent using google.

currently canon i can choose an exposure range from -3 to +3 i believe,

That's exposure compensation. It'll allow you to darken or
lighten the picture, but doesn't give you full control over choosing
shutter speed and aperture combinations. If you want to take a
picture of an image on a TV screen, it might work best if you can
set the shutter speed to 1/30th of a second. How could you
guarantee that by using exposure compensation? And if you could,
the exposure compensation might very well produce the wrong
exposure!

Hi.

If you really want to take a lot of Indoors Pictures, especially of
moving
people, then there is no sensible alternative to using Flash.

The washed out faces against inky black background, is a direct result of
a
built in low power flash.

A proper on-camera, (or even better a remote), and powerful Flash used
sensibly will produce very acceptable results.

I suppose it could, if the built in flash could be turned off, and the other
flash or flashes, and the exposure, can be controlled.
