Paint Shop Pro Photo X2.
The new HDR tool is very easy to use and works with only two photos (or
more).
You may download the trial version (30 days) and test for yourself:

I´ve been trying Photomatix but I cannot get good results. Always obtain
somthing like looks overexposed. However the image quality get worst.

Photoline-32 had HDR before PhotoShop or any of the others. They didn't even
know what to call it back then because nobody else was doing it. The method
didn't even have a name back then so it's still called their Connect-Images
tool. It works very well. Just add 2 or 3 photos, it automatically merges them.
Reposition their blending order in the thumbnail display. There's only one
adjustment for contrast enhancement. Sometimes it depends on the subjects and
exposure bracketing that you are using or it will wash out some colors in spots.
Use the Automatic Correction tool after to correct any saturation errors that
might happen. Most times it works best on just 2 properly bracketed images than
3. If you notice saturation errors delete the middle of 3 images, see if that's
better.
