differences in paper grades

I decided to make a FB print of one with some of the new Oriental FB paper. I've gotten good results in the past with this paper. However I had to keep cranking up the contrast...requiring a 3.5 Polycontrast filter! This seems like a huge difference in contrast. I would expect at most a grade difference. Is this normal? Agfa VC paper seems to be about grade 2.5 with no filter and using a typical incandescent enlarger lamp. Filters vary from paper to paper although this is a pretty large difference.
