Bulk Chromes in Canada
Anyone know of any Canadian mail order shops that sell Velvia/Provia/Sensia

Try The Camera Store. It's in Calgary but I'm sure will ship it to
you. They have a modest web site but are generally one of the lower cost retailers. Have you checked Henrys.com? They tend to be a bit pricier as is Vistek.
