actually used for in the laundry?

A detergent booster. It can also be used as a general cleaner.

Frankly, we are not sure.

All in all it seems to be used as 'filler': it makes it look like
you are getting a lot of laundry powder for the $$.

For a rationalization of its use in detergent:

Be sure to get some borax to use for welding and brazing flux.
