It is. But the ISP's generally don't bother. Especially
WWW.Newsfeeds.Com, unless they get served with legal papers. However,
as several US Federal laws were violated, I just contacted the Federal
Bureau of Investigation's Internet Fraud Complaint Center
http://www.ifccfbi.gov/index.asp to let them deal with it.

That's just what they were created for. )
