That depends on how well you can hold the camera steady.

Many people use a pod even at high shutter speeds.

A good rule is if you can see constant movement in the cameras
viewfinder use a pod..

Some claim to be able to handhold shots down to 1/15th or even slower
but I doubt their shots will be sharp..

Here's the rule of thumb I've learned. Divide 1 by the focal length
of your lens -- any shutter speed slower than that requires a tripod.

Example: suppose you are working with a 50mm lens; any shutter speed
slower than 1/50th of a second requires a tripod. With that lens, you
can probably get by with hand held if you are using a 1/60th of a
second shutter, but if you are using a 1/30th of a second, use a
tripod.

Note: this rule of thumb works when you change cameras -- meaning it
works with 35mm, 6x7, etc.

When you have to ask yourself when to use a tripod then it is time to do
so.

good rule of thumb is when your shutter speed and focal length are
close.

Such as when using a 50mm lens with 1/60th sec shutter speed (or
slower)

Or when using a 200mm lens with 1/250th sec or slower, etc...

Those are great rules of thumb when to use a Tripod.
Anything less than 1/50 - 1/60 for a 50mm lense at close up shots and so
forth.
Again Thanks to All.

There is another, less flexible rule of thumb. When to use a tripod:
when you want your pictures to be as sharp as they can be
