You need to reread the article. They are not talking of using “waste
water� to irrigate vineyards, they are talking about treatment of
wastewater generated from winery operations which currently cannot be mixed
with domestic wastewater, and has to be kept separate ones at California
wineries.

As far as using purified sewage wastewater in the domestic water supply, that
is something which is already being done all over the country.

Recycled wastewater is being used for all sorts of uses from being
reintroduced into the domestic supply, to irrigation of golf courses,
to injection back into the aquifer, to irrigating grapes and other
crops.
