Default Culling Software

Looking for software utility for displaying array of photos for
culling. Array should be miniatures, say about 16 across by 8 down.
Double clicking individual shots should display full screen for
evaluation. Deletion of individual shots. No editing needed except
possibly 90 deg. rotations. Priced reasonable or free. Informed
suggestions most welcome and thanks.

irfanview would work fine for such basic tasks and it's free.

adobe lightroom, although it does much more than just culling, which
you'll need to do at some point, so might as well have it in the same
app you use to manage photos.

Irfanview has two program icons. One is the main program for viewing
images (and basic editing, like 90 degree rotations) and the other
is the thumbnail viewer, to see all images in a folder displayed
in a grid.
If you doubleclick an image in the thumbnail viewer, the image is
displayed in the main program and if you press ESC to exit the
program, you end up back in the thumbnail viewer.
