Default Nikon VR - panning

OK, so I read the manual and fully understand the lens and .... Is a panned
vertical shot a horizontal tilt, or is it still a pan? I assume that the
camera senses the lens's orientation, but I switched it to active to be on
the safe side. Anyone know the scoop here?
