Default Make 12x18" signs at home on 8.5x11" B&W laser printer

| How do I print to 12x18 scale on multiple sheets of smaller 8.5x11 paper?

So you mean that you're setting out the content
of the whole sign in PP? If it were me I'd convert
the PP to a BMP, then open that in something like
Paint Shop Pro and size it appropriately for printing.
Maybe 100 ppi? Using that as an example, you
would then resize to 1200 x 1800 pixels. Then cut
that up into multiple images. (4 maybe? You can just
select/paste as new image to get the 4 new images.)
Then print each of those and tape them together.
If necessary you could add faint/tiny edge markers
where you split the images, in order to line them up
accurately.

Be sure to spec the printer resolution when printing.
If that turns out to be tricky, IrfanView is probably
the best overall program for printing on Windows.
IV makes it easy to set print size, print area, etc.

Then I guess you'll need to cut out the characters
for spraying? Maybe put it all on a thin piece of
cardboard first, with spray adhesive or rubber cement.

I assume you need to make a lot of these. Otherwise
probably stick on letters from an art store would be
easier.
