the small sensors of smartphones have some serious issues in certain
light conditions. for example: if photographing branches of trees
against a lightly clouded sky is your thang, then you might have issues.
soo, it might depend if the op want's jump in at the deep end or shallow.

that said:

you find the rolling update of scores on the right. at this time htc,
smasung and xperia seems to be the performers.

i use my eos-m mirrorless as a compact these days and have a couple of
ixuses laying around but i've also heard good thing about the sony
rx-100 line.

for $150, the choices are limited. these days, smartphone cameras are
quite good, very easy to use and have a *lot* of features not found on
'normal' cameras. plus, with a cellular, contract, the price is
effectively free.

the op is interested in photography and have some cash to allocate. you
can, with a little patience get a good used compact for $150 or less:

http://www.ebay.co.uk/sch/i.html?_nkw=sony++rx-100&rt=nc&LH_Auction=1

or:

http://tinyurl.com/jdw26nc

if the camera is an important factor in the choice of phone then there
are good reasons to be a tad picky and avoid apple products.

the op is interested in getting a cheap camera that's easy to use and a
smartphone fits that description, with a whole lot more.

not one that is as easy to use as a smartphone or one which can email
or upload to social media or which can edit/retouch photos on the
device or even just apply pre-made filters. selfies, panos and hd video
are also much easier with a smartphone.

there's a very good reason why smartphones have mostly killed off the
compact camera market. they do way the hell more. the only limitation
is that the lens is a fixed focal length but even *that* is changing.

on the other hand, if the person is interested in photography (which
was never stated), then a used slr would be an option, some of which
are $150 (or less).

an early mirrorless like the fujifilm x-e1 would be a way better choice,
since he asked for compact equipment:

Unless you need a wide zoom range, a mobile phone might be a good
choice. The camera on my Moto G3 is surprisingly good.

Failing that, I would go for a Panasonic compact model, as good as your
$150 can buy. Perhaps:

https://www.dpreview.com/products/pa...asonic_dmcts30

This is listed for about $150 in the UK and has a wide zoom range.
Perhaps there is a replacement due soon?

https://www.dpreview.com/products/pa...asonic_dmcsz10

I would be wary of buying a camera too old, second hand, as sensors have
improved steadily in recent times, and a used camera may have hidden
issues or have been mistreated.

Not the $150 ones surely.

but if you haven't got one and it also depends on what you plan to shoot.
I've been looking at this for a friend whos saving up for one in the UK about £120 or so. The canon ixus seem quite good, I assume nikon are just as good.

He particually wants it to film gigs as his iphone6 is pretty uselss for that, he can get reasonble shots and videos but quickyl runs out of space too.
But great for takign pictures of swans and the like in teh park so fine for genral purpose shooting and selfies :-

I;d get one with at least a 8X optical zoom minium 1600 ISO, check specs carefully some go to 3200 ISO . But don't worry about that if all your pictures taking is done in daylight.

+1 for Ixus (or the equivalent Nikons). I have an X-E1 as someone else
suggested, the bigger sensor compared to compacts comes into its own in
low light at gigs. The downside is size, cost, and to some extent the
complexity.

These were shot with an X-E1 using the 35 mm prime
