While at that location it is uncontrolled airspace from the ground to 1500' (floor of class B in that area), but the area is also under the 30 NM mode-C veil for PHL. (There are various exceptions to mode-C veil - but the apply to manned aircraft - it is mute on models - so I assume the FAA are happy with models up to 400' (see below[1]). Ingesting a model airplane into the engine would most likely (75%) result in the model going through the bypass (and shredded along the way), there's a chance parts would go through the compressor/hot-section resulting in engine shutdown, fire or explosion... [1] In the US there is a tolerance for model aircraft operating over 3 miles from airports below 400' - or closer with the airport operator's agreement. This is not encoded in law but it is encouraged by the US model aircraft association (whatever it is called).
