Here is an add-in that solves this for OE e-mail. Not being a user of any
OE product I have no idea whether OE e-mail is integrated with OE news. If
so, then this may work.

If anything, trimming is more important than top or bottom posting. It
implies someone's actually put some thought and effort into their reply
rather than merely reacted off the top of their head.

Often an untrimmed bottom post means I simply don't bother scrolling to
the bottom to read the poster's comment, and I'm sure I'm not alone.
Whereas I'll often read a top poster's comment... while simultaneously
thinking "you utter muppet!" and wondering exactly what they're replying
to, especially when messages are delivered out of sequence.
