Is it art?

I don't know, but it's a wonderful photograph of a pelican as it makes
it's first contact withthe water. The contrast between the dark water
and background, and the pelican help make this photograph stand out.

It is very noisy. Hmmm...is it cropped? Maybe you should have shot at
1/1000s and set ISO at 1600.

It is a great capture, and with the D800 @ ISO 3200 is probably OK
given the other exposure data. whay might not be zok, is the crop and
high JPEG compression (94%)which is likely to leave artifacts.

I am not going to allege a heavy hand in the area of sharpening this
time around, but this is certainly a RAW file I would find interesting
to try my hand with. ( that is if you are up to that Peter).

What you should be seeing are "What" & "OK". More phingrr phawlts. ;-)

It is cropped, but not severely. When hand holding at 550mm, I will take
speed over noise any day.
Now look at the image again. Is it still noisy? Since I am using my
laptop, which has only a 14" screen, i tend to ignore noise and only
make rough edits.

OK!
First

some comments:

The starting point for that RAW, as I am sure you are aware, was very
under exposed. At f/14 I believe you have stopped down too much. I see
you must have been using the 1.4 converter on your 80-400mm and that
would have also exacerbated the exposure problem.
I would have liked to have seen f/6.3-f/8, or just the straight
80-400mm without the converter.
Because of the underexposed starting point there is a fair amount of
luminosity noise, lifting the shadows to bring out more detail on the
bird makes that all the more obvious.
There is also a greenish color cast which needs fixing.

So on to my fix. Starting in ACR I made most of the major exposure
adjustments and a slight luminosity NR adjustment(I left the major NR
for NIK Define).
Into PS I cropped then applied a general NIK Define NR profile and then
used the brush to selectively fix some of the areas with stronger noise.

Next I used NIK Color Efex Pro4 and made some adjustments using the Pro
Contrast adjustment.

....and the to Viveza on a couple of selective layers to deal with
color, exposure and contrast tweaks.

I have a few other ideas which might give me a better result, but for
now here is version #1.
