Default Mixing Weight to Volume Ratios

My brain is still on summer vacation....to make a 10 per cent weight to
volume solution, e.g. for ~ 1 litre of solution. Do I put 100 g. in 1000 ml
or do I put in 100 g. in slightly less water (750 ml) and make the final
volume a TOTAL of 1000 ml (litre)? I think it's the latter but I'm not
sure. Thx.

For solution+solution mixtures only, 100+900 water makes 1000ml.
