1 Hz through 10 Hz in 1 Hz increments, then 20, 30, 40, or 50 Hz settings.
Repeat can be 1 to 50 repeats, depending upon the Hz setting. An example 50
repeats at 10 Hz setting, which means the flash would be firing for 5 seconds.
There are probably too many combination choices on the SB-25. Also, you need to
allow some time between using the flash for high repeat counts, or you could
overheat it.

I have
searched for the user manuels but so far have only found places to buy one.

Nikon Europe use to have one for download, but not anymore. I ended up buying
an extra set of flash cards with operating instructions and settings on each,
and that is well worth a little extra expense. The SB-25 is more than complex
enough that you could be lost without a manual, so if you buy used, try to find
one with a manual.
