If this spam offer is for U.S. residents only, why is the BBC involved?

It seems to be a scheme to get people to spam newsgroups. Every
communications forum that I've been in lately is full of "free camera" or
"free Ipod" messages.

Would this have been a BBC or CNN news article about naive people falling
for scams like this???

As seen on TV (like America's Most Wanted or COPS)

A nit...
It's not a scheme to get people to scam newsgroups, but rather a
scheme to get valid email addresses and other information.
The carrot is the free whatever; I'm seeing these for cameras, Ipods,
TVs, and other items. They all work as a pyramid scheme; the first few
get their toy, the rest get spammed.
