Can and does. I learned that the hard way many years ago. I tested,
and it was indeed 10 or more minutes to be completely safe for film and
paper. This was four 36" tubes in a 6' X9' room

I eventually put a guard over the switch to the flourescents and
installed some recessed incandescent lights. The (much brighter)
flourescent built-ins were only used for cleaning up afterwards.

I lived not far from a TV transmitter once upon a time. The fluorescent
tubes in my bathroom NEVER completely went dark. Scares me. Maybe that's
part of the reason I moved to the boondocks. There were other reasons
too, but not to be discussed in this group.

In the past, in a city over here, there was a slum near a very powerfull
AM broadcast transmitter.
People over there used to lit their houses fluorescent lamps connected to
antennas...
