Re-sizing software

I was recently given a couple of links to some freeware resizing
software which automatically resizes images to give the best results
for sending as email attachments or web use.
Unfortunately the program got accidently deleted and I would therefore
appreciate if anyone can provide a link so I can download this freeware
program once again.
I would also appreciate any details of any good Photoshop newsgroups
which I can hopefully learn from.
