isn't only Rochester which is decaying in upstate NY. Ever since the
early 70's factories and mills have been dying all the way up the NY
State Barge Canal and Mohawk Valley from Albany/Troy, through
Schenectady, Amsterdam, Ilion, Utica, Rome, Syracuse, on up to
Rochester & Buffalo. There are other small mill towns along that route
which gave up the fight to survive in their traditional industries
decades ago, and have become a lasting part of the rust belt.

Some of those cities have been revived by development of digital age
industries, but for the most part their heyday s of the late 30's &
1940's are gone.


Not just New York, but Connecticut and Massachussetts as well. Big
problem is the taxes--you just can't compete when the government is
charging you tax rates based on the property values in Manhattan.

Big problem with democracy--the majority lives in cities so you get laws
precipitated on city conditions even if they make no sense in a rural
area.
