What's good for under, say $300, that would let me take very good, low
noise and fast photos in low light?

The crucial point is the effect of sensor size on high ISO noise.

You need to check out the high ISO images from the Coolpix models with
the largest sensors to see if that's good enough for you. If not
check out other compacts which have much larger sensors to see if any
of them are good enough for you. If not you need to consider larger
bridge or DSLR types of camera with 4/3 or APS-C sized sensors.

You also need to consider how much work you're willing to do to remove
the noise. There are now some sophisticated modern noise reducing
programs that can do a better job than your camera or what came in the
box with it.
