Default Apple admits hobbling old phones to "save batteries"

And what is so dire about getting a battery changed?

nothing. nobody is preventing anyone from doing exactly that.

How easy is it to replace a battery in an iPhone.

it depends on the iphone, but generally it's not that hard for someone
comfortable opening modern electronic devices. the tools are also
readily available for those who don't already have them, sometimes
included with the battery, as a complete kit.

for those not comfortable opening it up, apple charges $79 and that
comes with a full warranty and many times can be done while you wait at
an apple store.

third party repair shops can also swap batteries, however, both prices
and quality of work can vary. shop around.

From what I read, not very.

Also see the comments to a pending NY right to repair bill. You will
have to look for them.

i'm well aware of the right to repair bill and that ifixit, who has a
vested interest in it, is aggressively pushing for it.

now go check out what ifixit has to say about replacing a battery in a
microsoft surface laptop:
https://www.ifixit.com/Teardown/Microsoft+Surface+Laptop+Teardown/92915
Verdict: The Surface Laptop is not a laptop. Itıs a glue-filled
monstrosity. There is nothing about it that is upgradable or
long-lasting, and it literally canıt be opened without destroying it.
(Show us the procedure, Microsoft, weıd love to be wrong.)
....
The battery is difficult and dangerous to replace, giving the device
a limited lifespan.

in other words, when (not if) the battery fails, you have a very nice
and expensive paperweight. perhaps the suede alcantara keyboard will
ease the pain.

Don't bother telling us that most people get anew phone, before the
battery craps out.

given that the battery is rated to last 5 years at 80% capacity and
most people keep their phone 2-3 years, they absolutely do.

the battery is also cheap to replace for those who wish to keep the
same phone for longer than that.
