I want a software package that will take all the JPG files in a
directory and create thumbnail photographs of all photos. Then,
create an "index.htm" web page such that all the thumbnails are
displayed and the LARGE photo is displayed if the user clicks on the
small photo.

Then I can take groups of photos (such as Christmas dinner), put them
in a directory, create a web page so I can pass the address of the web
page to relatives so that they can look at all the pictures.

ACDSee 2009's Generate HTML Album function does that (and more). I'd be
astonished if most such picture organisers didn't have that sort of
elementary functionality.
