The short story is that Delta Air Lines has not changed its policy of one
carry on and one personal bag. It will not adopt the TSAA guidelines to
allow another bag just for photo gear..

Neither have Alaska, Continental or Am West (the ones I fly most). I think
United is the only one that has agreed to it thus far ...
