Default I was told any good lens can out-resolve any sensor...

That's an old chestnut - they all would.


The even older chestnut is that f/8 in the centre is where even less
than stellar lenses are usually very good.


Oh, and that many people don't want to use only f/8 and the centre on a
D800.

I don't know what you'd do it, *I*'d use a focal reducer.


With the only focal reducer I've seen it would still have been an f4.


Then it isn't a focal reducer. A focal reducer is just the
opposite of a teleconverter/extender: reduces the image circle,
reduces the focal length, increases the light per area where
the image circle is.
